Overview: Threat Management Group was recently awarded a contract to support the USSTRATCOM History Office. The USSTRATCOM History Office provides a broad range of historical support to the Combatant Command (CCMD) and subordinate joint headquarters by capturing the official history of their roles in the development and implementation of national security policy. This includes providing written official histories; fulfilling requests for information; preparing historical briefs; conducting special historical studies and oral history interviews; preserving historically important documentation, interviews, and supporting materials; and providing immediate, value-added historical support to the Commander (CDR). The History Office also serves as the central historical collection point and research office for USSTRATCOM. These products and services inform the strategic planning process; facilitate resolution of operational problems and requirements; prevent duplication of errors by providing pertinent examples from the past; educate government personnel; and facilitate governmental efforts to keep the public informed.
Position Requirements:
All Archivist candidates must:
Possess an advanced degree in Archival Studies or Library and Information Science and a minimum of five (5) years of relevant practical experience.
Possess professional knowledge of archival principles, concepts, methodology, techniques, and a familiarity with National Archive and Records Administration (NARA) standards and publications.
Have a knowledge of a broad range of related historical fields with an emphasis on one or more of the following: modern military history, strategic deterrence theory, post-World War II defense policy, post-World War II foreign policy, kinetic and non-kinetic strategic weapons and warfare, arms control and disarmament, and/or strategic nuclear/nuclear weapons planning and policy.
Understand the methods, procedures, and techniques used to assist researchers and staff members in locating and retrieving archival materials, as well as a thorough understanding of digitization standards and the development and maintenance of metadata schema.
Be aware of guidelines and instructions dealing with the handling of classified information, the release of sensitive information, and the Freedom of Information Act; and be able to operate in a controlled workspace.
Archivist Duties include:
Provide professional archive management for the USSTRATCOM Operational Archive and Reference Collection, ensuring the collecting, accessioning, and archiving of historically significant material meets the current and evolving USSTRATCOM Operational Archive and Reference Collection Arrangement Plan (Appendix 2) and relevant professional standards, such as, but not limited to, the Society of American Archivists Describing Archives: A Content Standard (DACS). The Contract Archivist shall maintain a comprehensive and detailed knowledge of the arrangement and content of the archive adequate to ensure effective operations. (CDRL A003)
Assign existing organizational schema and metadata categories to digital files on the unclassified and classified networks. The Contract Archivist may also develop additional organizational schema categories as necessary based on the growth in the collection. The Contract Archivist shall use these categories and the existing preliminary finding aid to develop an official archival finding aid based on standard archival practices and descriptions as noted in para 1.5.2. Protect the archive by performing appropriate archival conservation and preservation work to ensure the long-term preservation of material, both digital and hard-copy, and by reviewing and identifying archive materials for potential security downgrading and eventual declassification according to prescribed guidance. The Contract Archivist shall report all damaged or missing material in accordance with the History Office and relevant security and information protection directives. (CDRL A003)
Assist the Command Historian in developing a circulation policy for materials contained within the Operational Archive and Reference Collection. The Contract Archivist shall oversee and coordinate circulation of materials in the archive in accordance with this policy to meet researcher requirements, while ensuring accountability of all items on loan and complying with all security requirements. Provide research and reference services in support of Requests for Information (RFIs) from USSTRATCOM leadership, staff, other military organizations, government agencies, and the general public not to exceed 80 hours in each contract year. (CDRL A003)
Request for Information responses may range from a simple email response requiring 15 minutes of research to an information paper or briefing slides requiring complex research across multiple sources. Contractors shall use archival finding aids and comparable research tools to locate the references or documents required. This includes, but is not limited to, research and coordination with appropriate outside agencies such as the National Archives, the Presidential Libraries, etc., to find appropriate sources that may not be included in the USSTRATCOM Operational Archive and Reference Collection.
